Loans and Tax Credits
The City of Greenville provides assistance to developers through a variety of programs. The Commercial Corridors Façade Improvement Program provides financial and technical design assistance to commercial property owners and business owners in targeted commercial corridors for qualified facade improvements.
The City assists small businesses through referrals to loan programs and as a liaison to other local agencies such as the Clemson Small Business Development Center. Research and statistical data for business plans and information on incentives are also available.
Tax incentives are available for real estate development including historic properties and brownfield sites.

A variety of state and local agencies (PDF) provide loan programs for existing and new businesses which can be used for working capital, real estate acquisition and redevelopment, equipment and inventory, building renovations and more.
Provide financial and technical assistance for repairs to owner and renter occupied residential structures, as well as home-buyer education and mortgage assistance, in the City's Special Emphasis Neighborhoods.
Provides City assistance with land assemblage and infrastructure improvements to leverage qualified private investment.
A Federal income tax credit equal to 20% of the rehabilitation costs for buildings listed individually in the National Register of Historic Places or buildings that contribute to a National Register Historic District. Owners of buildings meeting these requirements are also eligible for a 10% State income tax credit.
Administered through the State Historic Preservation Office (SHPO) at the South Carolina Department of Archives and History.
Provides a special assessment for city and county property taxes on historic buildings that have been substantially rehabilitated under the guidelines of the South Carolina Department of Archives and History. After rehabilitation, property is taxed for up to 10 years on the pre-rehabilitation taxable market value. The program is administered through the City Planning and Development Division.
In 2014, the City was awarded a $400,000 Brownfields grant by the U.S. Environmental Protection Agency. The focus of this grant will be the west side, an area disproportionately impacted by Brownfields, and the completed Connections for Sustainability grant planning program. Funds are available for Phase I and Phase II Environmental Site Assessments.
This federal tax incentive provides a federal tax deduction for certain costs incurred to assess and clean up contaminated property.

The New Markets Tax Credits (NMTC) program is a federal program that is managed by the Community Development Financial Institutions (CDFI) Fund, a subsidiary of the U.S. Department of the Treasury. The NMTC program was designed in order to assist private development in areas with high poverty rates and/or low median incomes.
